DIY intuos 4 Cintiq Jitter workaround and solution

I've followed Tabletmod.com to build my own 10" cintiq.
I got a universal controller from ebay and a LTN106W2-L01 Samsung monitor.
Everything went fine until i actually started using the diy cintiq.
The problem was RANDOM CLICKS AND JITTER along the top 1" of the screen.
Things I have tried that didnt work.
-Change computers
-Change USB cable
-Change VGA cable
-Switch to DVI adapter -> VGA
-Shielding cable with aluminum foil
-Shielding controller with aluminum foil
-Moving the controller board around on the back 
-Putting magnets along the top of the lcd
-Putting an anti-static bag over the top of the lcd
-Recognition mode
-Rerouting the ccfl cable
-Change screen colors
-Change screen background
-Grounding and probing around the board both controller and lcd
Things that might've solved it with the biggest difference in order.
#1 -Change the Screen refresh rate to 75hz
#2 -Add a Strip of foil around the top and bottom of the top board on the lcd.
#3 -Extend the strip of aluminum to 1/8" over the top of the screen
#4 -Disable both buttons on the pen
#5 -Change the pressure sensitivity to firm
#6 -shifting the screen up so the top is near the edge of the tablet's hot spot.
